Administrative District in Barcelona

The new administrative Campus of the Generalitat de Catalunya is located within the Barrio de la Marina del Port, in Barcelona. The complex has been designed comprehensively by Batlleiroig to obtain the highest quality workspace. It is the first building in Catalonia that has achieved the LEED PLATINUM and WELL certifications. It is also Europe’s largest office building with WELL certificate.

The complex designed by Batlleiroig has been built in 2 phases, the first phase of construction of the building promoted by Axa and the second phase of implementation promoted and managed by Infrastructures de Catalunya through a public tender.

The creation of this administrative district is the largest multi-departmental and corporate concentration project for administrative units that have been promoted by the Generalitat de Catalunya.

The complex intended to introduce new ways of working and interacting, through a new conception of spaces that allows achieving maximum efficiency, both architectural and energetical. From the point of view of the organizational and functional model, the new Administrative District has involved the concentration of units from different departments and has allowed rationalization and optimization of workspaces of the Generalitat de Catalunya in Barcelona, which were previously dispersed in different locations downtown. Thus, it has allowed the rationalization and optimization of the operating model in line with the new ways of working of the Administration.

The 58.000 m2 complex is divided into 2 large buildings linked by a large service base, with a large central garden area.

This plinth of services and common spaces structured in 2 levels, includes among others: the accesses to the 2 buildings, access to the communication centers of the two buildings, a public service area, an assembly hall, and a press room, and a large number of meeting and training rooms of different sizes and characteristics designed to serve the entire complex. On the upper floor are the cafeteria and dining room area, thus allowing a direct relationship to the exterior space of the Campus.

Each 3.315 m2 standard floor is distributed in a central area with 2 communication cores around a central patio and they serve 2 symmetrical work wings between them. The implantation project proposes open and free floors, generating visually segregated work fields in the modulation of axes between pillars. However, the continuity of the workspaces is articulated around the façade, providing the workspaces with very good light quality.

The different departments located in these standard floors have been designed with premises that allow flexibility of the spaces and variability of the name of units of each type of use, thus allowing the change in the future of the different departments between, as well as in the future next, the possibility of “free sitting”, not having a fixed workplace.

“FARO” SPACES, A GREAT CHANGE IN CULTURE

A significant change in the program for the Generalitat was the decision to eliminate the majority of the closed offices. This is why it was proposed to allocate some strategically positioned spaces for deputy directors in the open plan. The layout of the plant creates work areas for the “far” sites (sub-director), which are equipped with unique furniture of larger dimensions (individual table with wing) and are located in a preferential place, in the first line of the facade.

These types of workstations are enriched by the complement of supporting furniture of the rear separating unit that collects it and the broader composition of its workspace, which gives them privacy with respect to the proximity to the workplaces of the respective team. to which they are attached to facilitate visual control. The configuration of the offices has been planned in a multipurpose way so that the project accepts the possible compartmentalization of it depending on the capacity of management members by floors or the need for meeting rooms.

In the project, it is possible to have a very careful lighting system in any space, aligning it to circadian rhythms to reduce as much as possible the feeling of fatigue of the workers.

The movement inside the building is encouraged. The same route can be walked through different paths correctly signaled with a detailed way-finding project to improve user orientation.

The new image proposes the color and material continuity of the architecture project, using ash tree wood supplying warmth, combined with shades of white providing clarity and light. The Generalitat corporate colors are also placed at appropriate areas, together with somber, neutral, and matching colored finishes.

The challenge to improve the functional demands required by the property owners, creating differentiating spaces such as the iconic oval areas in the common spaces. Also, excellent acoustic comfort is guaranteed with an anti-fatigue textile pavement that absorbs impact noise and reduces reverberation

The project promotes biophilia by incorporating vegetation into the upper part of the storage modules.
